Berieben und gebräunt. - In January 1925 Trotsky was relieved of his post at Commissar of War and in May he was appointed Chairman of the Concessions Committee, Head of the electrotechnical board, and Chairman of the scientific-technical board of industry. As Head of the electrotechnical board, he helped in the planning of the celebrated Dnieperstroy hydro-electric project. As Chairman of the technical and scientific board of industry he was head of all scientific institutions, and in that capacity delivered this speech at the Mendeleyev Congress on September 17, 1925.
