Contents: The cadre of the Government of India consisted of about 1000 members of the Indian Civil Service. At the apex was the Viceroy - appointed from political life in Britain. The system worked well enough while the purpose of the administration was simply to maintain the country in order. However early in the 20th century the purpose of the government began to change with necessary emphasis on political development. The Viceroy was now increasingly important in the propose climate of change. (...) The first Conservative Viceroy, Curzon, was a confirmed Diehard and his views had a definite effect upon his succesors, though some such as Hardinge were far more Liberal.
